As per my knowledge
Customer portal is separate license than Salesforce edition.
You won't get it with salesforce.
Customer portal is used to authenticate an external user or public user.
You have to buy customer portal on basis of either # of users or # of logins.
When you buy enterprise edition you get one administrator user license. You can purchase additional licenses from salesforce as per your requirement.
I think customer portal license cost around $6/User/Month. (Not sure)
Actually i think $150 to 200 per month in enterprise editing.How many free licence and user when i get?

Salesforce.com have different editions where you can buy any edition based on your requirement. Here is the link for pricing Salesforce.com License Pricing.
These price are for single user licenses. For customer portel licenses you have to contact Salesforce account manager, they can provide you special prices based on number of licenses you need ranging from $3/user- $8/user.
