Tooling WSDL download is broken

When attempting to get the WSDL file from our development ORG, the file come down incomplete.

 

To access the Tooling API WSDL, from Setup, click Develop > API and click Generate Tooling WSDL.

 When I do this, the file retrieved is incomplete.

I've tried it in multiple ORGs with multiple browsers.

Hi JPClark,

 

I tried downloading the same but the format looks complete to me - are you getting are specific errors when trying to generate the apex class when trying to parse this tooling XML.

 

I used Chrome to download the XML file.

 

This is the class I got  when I parsed the tooling XML:
