There are differnect version launched by salesforce.
There can be some feature that can be used in apex code that is saved in new version but not in old one.
IEx - If you have a VF page with version 18.0 and it not getting the dependent picklist information. If you update the number 22.0 and it works fine now.
You can set version by going Versioning setting on Apex triggers or classes.
For more Knowledge In the 'Versioning Apex in Salesforce' there are we can use lower version (like 18.0) component in Higher version(like 27.0). But vice versa doesn't full fill.
Because in new version there are many new methods includes, so new methods are avaliable in new version For Example there in salesforce before 26.0 version only few String methods but now there are also inludes many String Methods.
