Apex callout in PE org

Hello, I am having tough times finding an answer to a question:

Can a managed package have callouts from Apex to an external API and still be installable in PE?

Yes, but the package must be managed and must be authorized. Authorization only happens when you go through the security review. After approved, your authorized managed package can then be installed in PE and GE.
