LMA Error regarding proxy user?
I attempt to Modify the license on a recent install of our managed package and get the following error message:
The proxy user isn't available. Chances are they've deactivated
I saw another post that said it was because the org was inactive but the user is using the org right now and the install occurred 5 minutes ago so the org must be active. I believe it is a single user Enterprise org if that makes a difference.

There are many possible causes for this problem. Please file a case with Support, and identify the LMO org name, LMO org id, Subscriber org name, Subscriber org id, package name, package version id, and the settings you'd like the license changed to, including the status, expiration date, and number of licenses if applicable.
In most cases the license will have to be manually updated, hence the need for all the information.

I was about to file a case and tried it one more time before opening a case and it magically worked today - go figure.
