How to make a dashboard displayed to a only a set of users?

I need to create a dashboard to be displayed to a specified set of users irrespective of their role in hierarchy.

Any suggestions?

You can create a Public Group with all the Users who need access to the Dashboard, then put the Dashboard it in a folder that is only accessible by that particular Public Group.
