Can't edit a static resource in a managed package

I have seen a couple of posts about this but have found no solution.

We have a managed app deployed to an enterprise org.

 

We are trying to edit any of the static resources and we don't have that option.  Why?

Once a static resource is part of a managed package, you can't edit it in the subscriber environment. As the ISV, you can update it in the Developer Edition org where you created the managed package and upload a new version of the package to distribute.

This feature actually exists today. You have to go to the edit page for a static resource to update the zip.
