Unable to install Force.com IDE getting Connection timed out error

Hi,
  I am not able to install Force.com IDE. I have given the remote site address as "http://www.adnsandbox.com/tools/ide/install/". I tried it on Eclipse3.2 and Eclipse Europa. I am getting the following error in eclipse.
        Error:
         

1) In eclipse europa
     Network connection problems encountered during search.
  Unable to access "http://download.eclipse.org/releases/europa".
    Error parsing site stream. [Premature end of file.]
    Premature end of file.
    Error parsing site stream. [Premature end of file.]
    Premature end of file.
  Unable to access "http://www.adnsandbox.com/tools/ide/install/".
    Error parsing site stream. [Premature end of file.]
    Premature end of file.
    Error parsing site stream. [Premature end of file.]
    Premature end of file.
2) In eclipse 3.2
  Network connection problems encountered during search.
  Unable to access "http://download.eclipse.org/callisto/releases".
    Unable to access site: "http://download.eclipse.org/callisto/releases" [Connection timed out: connect]

This is definitely a network connectivity issue, considering both versions of Eclipse are affected and you are having connection timeouts to multiple sites.

Can you get to those URLs in a browser?  Are you connecting over a spotty wifi network? Do you use a proxy server?

     I am able to get them on the browser but not in eclipse. I am using a proxy server.

    I missed proxy settings in eclipse. windows----> preferences---------->general------> network connections------>manual. Now every thing is working fine.

I have a new system and installed eclipse.

But when I looked into Windows>General -- I do not see the Network Connections.

Could someone explain why?

 

I've always used proxy settings.
