How the merge pdf files into a single file.

There is a requirement that instead of generating more pdf files for all customer, can we combine all the files into a single PDF files or a zip file using Apex code

I am also wondering how this can be done.  Salesforce Content has a feature where you can download multiple pdfs or documents as a single zipped archive.  But there does not appear to be any Apex classes that deal with archiving/compressing of files.  So I am assuming that this type of functionality has not yet been exposed in the Apex API.
