At salesforce.com, ensuring customer success through trusted and reliable products are our top priorities. As part of our commitment to deliver on these priorities, we’ve made the decision to postpone the release of the Force.com IDE.
We expected to release a new Force.com IDE shortly after all salesforce.com instances upgraded to Spring ’10. Due to extensive changes required in our test infrastructure to support Eclipse 3.5, the development effort has taken longer than expected. The new release date for the Force.com IDE for Spring ’10 will be April 19th, 2010.
We recognize that many of you have been waiting for an updated IDE since Winter ’10, and we appreciate your patience and apologize for any inconvenience this change may cause to you and your organization.

It would be good to have a count down to the number of days for the release of the IDE like Ubuntu do. Its a pain knowing that there's one being released but having no idea when. Well I'll keep checking the page every day until its available like the last release i guess.
I'm running Eclipse 3.3.2 with Winter 09 on Windows 7. When I tried to update to Spring 10, it started but then I got an error window "You cannot install in the site /program files (x86)/eclipse. It is considered non-updateable."
I checked the wiki on updating the IDE and I think this is the reason:
Force.com IDE releases prior to Winter '09 were non-upgradeable "Developer Preview" releases. To migrate to the latest Force.com IDE, delete all Force.com projects from your workspace and uninstall the older IDE plug-in from Eclipse, then perform a clean install of the latest release.
So I've download 3.5.2 instead and will start with that.

Yes, the release of the Force.com IDE for Spring '10 is delayed pending the completion of the Spring '10 server rollout.
