I'm not aware of any lead to case functionality in Salesforce. Leads and cases are fundamentally different things. A Lead is a prospect - a company and person that you don't currently do business with, but would like to. Leads get qualified out or converted into accounts/contacts in order to progress sales opportunities.
Cases are raised by your customers to indicate a problem or issue that requires resolution.
There's also email to case and web to lead functionality that allows leads/cases to be captured from outside Salesforce.
