create new user using apex code

my question is that when a record is inserted through webservice callout.we need to create a new salesforce username to that record account.so, i am unable to write the apex code for tha

it is an automation process.we should not create manually.

automatic process any way contacting the salesforce api right? from that itself you can create user using api.or u can create a wsdl in apex to create a user in fly and use the same in your automation process...
