I'm not sure what you're asking, but hopefully this information helps:

 

EE supports the Web Services API at no extra cost. You most likely want EE if you plan on writing integrations that use the API for your own organization's use.

 

PE organizations can usually get the API for an additional subscription cost if they do not need all the extras of EE.

 

Security-Reviewed ISV-developed AppExchange apps require at least PE for API access; they are given a "client ID" that allows them to access PE orgs without normal API access. Non-ISV apps will require EE or PE+API.
