Annotation

if  @ is not mentioned before an annotation , what is the significance of @

The @ is the syntax for an annotation (as in Java). Thus, in casual conversation, we refer to "future annotation", but we code it as "@future" when writing it in actual code. The same holds true for others, such as the isTest annotation (@isTest).
