No, there is no mechanism to override the report tab. You can create your own report tab, however, and simply remove the standard one from access on your users' profiles.
Of course you can't make standard reports show up "under" this tab and there is no API for reports you can access from Visualforce at this time to reproduce the list of reports, etc.
