Developing external pages using visualforce

Can an external page (like web to lead) that is hosted externally developed using Visualforce or is it only the pages hosted on the SFDC Cloud can be developed in VF?

web to lead is not a visualforce page, that is simply a form which uses http post to post data to your salesforce.

 

 Salesforce.com Sites are visualforce pages which are hosted in the SFDC cloud

I marked bbrantly1's post as a solution, but just to clarify his answer: No, you cannot use VF to design externally hosted pages. However, if you use Sites, you can use VF to design pages which are hosted by salesforce, but viewable by anyone, without a salesforce login.
