New Force.com eclipse plugin released today?

Is the new eclipse Force.com plugin available today & where do I get it? I've been looking around the developer site, but couldn't find any info.

what's the value in upgrading to eclipse 3.5?

It's newer, better, faster. Has some bug fixes over 3.4. Likely has some brand new bugs added.
