First time load Page is Blank - VF page code issue or Browser issue

Hi ,

Some time when we access the VF page, it is blank and then we have to refresh the page again.

Is there some wrong with Browser or with the Code. I am using firefox and this happend today in IE too.

<apex:page cache="true"

I added update with the code,but i I am still have the same issue.
