Granting Visualforce Development Access To Profile

Hi all,

 

I need to grant Visualforce development access to a profile. How to do so used to be obvious, but I simply can't find the profile setting anymore. Does anyone know how to do this in the latest interface?

For propfile permissions, I think you need to set "Customize Application".  Maybe also "Author Apex" if user needs to be able to create/edit controller code

The 'Development Mode' setting is actually on the User, not the Profile.

"Customize Application" seems to do it, though why on earth that isn't made clearer, I don't know.
