To log a request please follow these steps: If it is developer edition u will navigate to new help and training screen (right side of your name option click on help link) then u will find case gadget from there you can create the case to enable this feature.

You will find the link with name Log a case click on that to log the case or try the below if look-in field has changed: Salesforce has change the look-in field for creating a new case. Now you have to click on Contact support and here you will find the option for Open a Case click on this and log a case.

I am unable to to find for case creation area at case gadget
