prad_p25 I want to setup customer portal but as per SFDC documents I can't see this below path. Please suggest. I have checked in developer and unlimited Sandbox version too.

Developer Edition orgs that are created after December 2008 should have portals enabled. Your org might be older than this, so you might want to create a new developer edition org.
Sandbox orgs get licenses from the associated production org, if the production org doesn't have portal (this is an add-on product) then your sandbox won't have portals.
