App Development - Test Code

Can we just expose the API and not the source code to a developer writing the test code.

I don't know, what are you trying to achieve?  While writing the test methods, you need to expose the code to the developer, who is writing the test method. Anyways this can be done by creating a managed package. In manage package,  the code is hidden. But the point to remember, you need to write test methods before creating a managed package.
