Possible to Lock Down a Developer's Sandbox?

Is it possible to lock down a developer's sandbox - i.e. make a single person the admin of the developer's Sandbox and lock everyone else out?

Yes. You need to disable all the other users so that they can not access the sandbox org.

You need to deactivate all the active users except the admin one. Deactivated users can be reactivated later on.

So the solution is to disable all other user IDs on the account?
