Office ToolkitなどのAPI経由でカスタム表示ラベルは取得できるのでしょうか？

カスタム表示ラベルは

Apexだと System.Label.＜ラベル名＞
Visualforceだと $Label.＜ラベル名＞

で使用できますが、

Office ToolkitやDataLoaderなどのAPI経由でカスタム表示ラベルを取得・参照することはできるのでしょうか？

META DATA API経由でしか使えないようですね。

You can get access of the Custom label through the META DATA API.

Custom label are not accessible through the Data Loader . This is not part of the partner wsdl or entrprise wsdl either.
