we know that developers working on mobile applications have a simulator to test their apps.And we need to test a visualforce page. Anybody has idea about how to test a salesforce VF page other than using the phones themselves.

You can log into Salesforce from the iOS Simulator if you want. Just open Mobile Safari in the simulator and log in as usual.
You can either use simulators or enable device simulation mode in your browser (such as User Agent switcher in FireFox or Chrome) to test these.

Keep in mind if you're using your browser, both iOS and Android are webkit based, and Firefox isn't. Chrome and Safari are, but there are some differences between Safari, Mobile Safari, and Android's Browser.
