VLOOKUP in Validation Rule

I am trying to populate two fields (phone, email) on a form based on how one is populated (user) (lookup) on a custom object.  Is VLOOKUP the best option to use on the fields?

Can you specify your question a bit more. Are you trying to fill out a form (custom object or the like) with a static field on the user Object (eg. User's phone number)?
