I tried your code in test org and have narrowed down the issue.
It is because of {!$CurrentPage.Parameters.cid} in subject. If you replace it with some other Id like {!account.ownerId}, it works fine. Need to check why is it not working with {!$CurrentPage.Parameters.cid}.
