By Health ch3cking tool - do you mean a place to check the health of salesforce service? you can do that by going to trust.salesforce.com > syetem status - if this is what you are looking for..

trust.salesforce is a information link to know status of salesforce service ,in your language you can see the health of salesforce.com servers.

Here I am loooking free Salesforce Applications health checking tools or any best pratices.
