Pdf format

Baesd on CONTACT ID display the content in pdf format and also that pdfformat send the contact person

This can not beachieved with a formula field or may be by mistake you have posted this question in wrong section.

You need to make use of renderasPdf in visualforce. Refer following help document for code sample:
