can we integrate apps like truecaller to Salesforce

You should be able to. I'm not sure if any pre-built applications exist for integrating Truecaller to Salesforce, but Truecaller does seem to have an API (https://dev.truecaller.com/docs" target="_blank)available, which you could leverage to create a custom integration.

There are a number of ways that you could create an integration, such as using a scheduled class to sync data at certain intervals, or with a trigger to sync data whenever certain events occur in Salesforce. You may want to check out this developerforce wiki (http://wiki.developerforce.com/page/Integration" target="_blank) on integration, which may help you figure out the best path for your use case.
