Creating a New Developer Edition
Is there something wrong with the Sign Up for the Free Developer environment. Since the change in URL, I haven't been able to create a new one.

I have the same Issue. I cannot create a new developer account via https://developer.salesforce.com/signup.
I receive an error message which says that my username is already taken - no matter which username I choose.
Error message:
These error(s) occurred:
username: nomatterwhat@developer123.com is already taken
Try with some other username.

This did not solve the problem. The mentioned email address was just an example. I already tried several usernames.
Please try to reproduce this issue by creating a new developer account!

In ther username field, try something different. Ex. yourname@sfd.com
