I created the Command line data loader, which not working in windows 8 but working fine in the windows 7 and xp,

java -cp ../lib/EnhencedDataloader.jar -Dsalesforce.config.dir="../conf" com.salesforce.dataloader.process.ProcessRunner process.name=extractPreStagingSharingData
Don't think dataloader is compatible with Windows 8 yet - go the following Idea on our Ideaexchange if you wish to promote the same:
