One user is having login problem

User can login through https://shibb-idp.georgetown.edu/idp/generateAuthnRequest.jsp , but she can not login through login.salesforce.com. the error she saw is "Remote Access Client The Single Sign-On Gateway Url is invalid". She is the only one having this problem. Any idea why this happen?

Please check out the Login Policy from Setup -> Domain Management -> My Domain, and make sure the option "Prevent login from https://login.salesforce.com" is unchecked.

We didn't have any domain set up in my domain page. Please see the screen shot below. I don't see any place  for "Prevent login from https://login.salesforce.com" in that page.

also, all other users don't have any problem login through login.salesforce.com

We have enabled the single sign on, should it cause this problem. I have vierified, other user having same issue as well.
