Disabling or hiding the "+" button for adding a new tab ?

Is there a way to somehow disable or hide the "+" button for adding a new tab ?

if you are using a custom Profile

Setup > Administration Setup > Manage Users > Profiles

I looked through the profiles and didn't see anything
about changing this setting
