Can we create a new Library record using Apex

I need a new Library to be created when an Account is inserted. Can this be acheived using Apex trigger?

Prasanthi, Create() doesn't seem to be supported by ContentWorkspace object: https://www.salesforce.com/us/developer/docs/api/Content/sforce_api_objects_contentworkspace.htm
