can we restrict the record accessibilty to system administrator whose records created by him?

It is not posssible.. System Admin has view All modify all permission.. so even if u set owd as private, sys admin will still have access to records !

You should read about OWD settings and make the object level to private.

What I understood is he is talking about the records created by Sys admin should be visible to them only ,Isn't it ??

i think he wants sys admin to see only the records creatd by him and not others records

for that you need to be system admin...
it means you cannot hide your own records...
