A picklist consists of four elemeents.When a user1 login he can able to access two elements in vf page and user2 can access rwmaining two elements how can we achieve this?

This can be done by record type:

Go to Setup | Customize for Standard Objects or Create for Custom

Objects | Click on Record types

Then select the record type that you need to change You'll see a section Picklists Available for Editing.

You can specify which values should appear for the record type.

You have to create a record type for that.

Through vf page how can i achieve this

Hi Mahesh,

If you create two record type with their picklist values.
and assgin first one to user1 and second to user2.
And now create one  vf page.then assgin this vf page to both users profile.
