How to implement BULK API for loading large data into salesforce. Can you please suggest the steps i am need to follow? Is it in JAVA platform ?

We are facing issues in loadiung data's into salesforce with batch apex. So we are tring to utilise bulk API to do so.. It seems we dont have bulk api in apex language ?
