Developer Console - switch perspective greyed out

Why would the Switch perspective and view log panels be greyed out.  I added all of the permissions I thought I would need.  Is there something I am missing?

Check your profile and make sure you have the  "Author Apex" permission is enabled.

If he has the dev console he has Author Apex

I have checked profile and "Author Apex" permission is enabled, but still "Switch persective" as well as "View log panels" are greyed out

Hi Chetan,

To open "View Log Panels" you have to open any log and then click on the "Debug" menu button.See below screenshot.
