Is it possible to restrict some visual force page/functionality based on MAC address or at least local IP address (not network IP address )?

It is not possible to control this direclty, however, what you can do is the following:
1.create a profile which is restricted to that IP address
2)give Visualforce page access to only that profile
3)assign this profile to the designated user
