How to Add Attachment in WebtoLead Form?

I need how to add attachment in webtolead form.I created one rich text field,but it's also not supported in html. so i need any other alternative solution.

There is no Configuration based solution available.
You can implement through a Force.com SITES or using Force.com web services API implementation.
