I am trying to install Force.com IDE plug in in Eclipse(kepler) using the URL 'http://media.developerforce.com/force-ide/eclipse42/' but I am not getting success full installation getting below error

I have Java7 and maven 3.1, Eclipse(Kepler)

Are you sure there are no firewall restrictions ?
Also as mentioned in the Force.com IDE installation page, configure Eclipse to use your proxy server. These settings can be found in your Eclipse Preferences, under General > Network Connections.
