Unable to connect to adnsandbox.com for Force.com IDE
Hi,
I have installed Eclipse 3.6 and am attempting to install the Force.com IDE software at http://www.adnsandbox.com/tools/ide/install/ per the instructions here: https://developer.salesforce.com/page/Force.com_IDE_Installation_for_Eclipse_3.6
I have done this successfully in the past, but after an uninstall and reinstall of Eclipse, now every time Eclipse attempts to "add site" it fails because of a connection timeout to the adnsandbox server. When I attempt to load the page in my browser it doesn't load either. I've attempted this several times over 2 days with the same result. No broader internet connectivity issues with any other sites.
Is this due to a temporary issue on the adnsandbox side, or is this user error on my part?

Also I attempted to configure Eclipse to use my proxy server as suggested in the install instructions. This did not resolve the issue...though I'm not completely sure I actually changed the settings correctly. I made the only allowed change I could in the General preferences > Network Connections area, and this is what it looks like now:
