There are many ways to deal with integration.
Search for "Data Integration" on developer.salesforce.com, there many informations there to help you discover this subject.
Also, clarify your needs before to go: want to export? import? both? online? batch mode? frequency? volume? org restriction? etc.
Before to go study the best practices to avoid common traps (for architecture and coding).
A long trip...

The best way to integrate between Salesforce and Oracle (https://skyvia.com/data-integration/integrate-salesforce-oracle) is to use web-based services like Skyvia. It is a completely no-coding solution with flexible scheduling features and intuitive user interface.
