In timebase workflow if i change the time period form 7 days to 3 days...but rule criteria remains same. so my qn is doest it fire on 7 days or 3 days?

Are u changing the workflow rule or the data?

if you are changing the data of record (date field of the time trigger), then the scheduled date changes as well. so the action will be executed after 3 days.

if you are editing the workflow rule to have time trigger action, then you can do this only after deactiving the rule and removing all the records that are waiting on the time based workflow queue.
