Sandbox to Sandbox

Can I move metadata from one sandbox to antoher? If yes, how?

Did you update in both directions? Ie if you have Sandbox A and Sandbox B, login to Sandbox A and change deployment setting to allow outbound change sets. Log in to Sandbox B and change deployment setting to allow inbound change sets. Can you show a screenshot of your deployment settings page?

You can use change sets for this. Read more about it here (https://help.salesforce.com/HTViewHelpDoc?id=changesets.htm&language=en_US). They do need to be two sandboxes associated with the same production organization.

It does not let me deploy a change set from my sandbox to another sandbox. The only option I have is Sandbox to Production.  I made changes to the Deployment Settings but still cannot do that.

Salesforce changesets (http://www.flosum.com) are very limiting. Look at a solution like flosum.
