error when trying to creatre project on Force.com

Hi trying to create a package to move it from sandbox to prod via Force.com. When I try to do it and input my login credentials as well with my secur token i get the following error.

What server url are you using to connect?  You need to make sure that you are using "test.salesforce.com" for your sandbox and "login.salesforce.com" for your production.
