Export Deleted Records (NOT USING REST)

I'm trying to figure out how to export deleted records using either Dataloader.io, Workbench, or the Developer Console.  

I can't figure it out.

Deleted records in salesforce will be moved to recycle bin. Deleted records will be available in recycle for 15 days, after that record will be permanenetly deleted, then you can't access. Below sample query will get the deleted record from account record 
SELECT id,name from Account where isDeleted = True
isDeleted is the system field, which will help us to identify whether is deleted or not.

Note: You can access the deleted record which are available in recycle bin
