Activating workflow for Standard object

I have a Stanadard Object "SkillUser".

there is no workFlow activated, for this Object.

Is there way, i could activate it.  We do not want to create a custom object beacause of limitation of licence

SkillProfile is junction object between Skill and Profile. I don't think you can create a workflow on this object.
