Case Assignment rule not working on a update
I have 2 case assignment rules
a) first one when the status is new and
b) when there is a update to status
The 1st rule works, the 2nd doesn't. Any suggestions on why the 2nd doesn't work on an existing case.

How are you determining that there was an update to status? It might be best to post the entire text of your assignment rules.
